Will received a response from Middlesbrough Council today with regards to his Nunthorpe report.
It reads:
The Chief Executive has asked me to investigate and reply to you about your constituents concerns regarding the condition of highways, and Council's proposals for attending to the problems. There is also an issue regarding the siting of a lamp post in (REDACTED by Will Goodhand for resident's privacy), Nunthorpe, to comment upon.
Taking the lamp post issue first. Middlesbrough Council design street lighting schemes in accordance with the current British Standards. We try to accommodate the wishes of the residents affected by the design limitations on the position of lamp posts where possible. However, on this occasion it was not possible to locate the street light anywhere else without causing residents concern.
With regards to the enquiry concerning the condition of various highways in the area, I have specific comment concerning the hour locations mentioned.
Clevegate; A new detailed survey was undertaken in August this years as part of our ongoing condition monitoring system. Following this survey it is likely that we will undertake Phase 1 resurfacing from Guisborough Rd to the end of the first Layby at number 8 in year 2015-2016. The possible inclusion of Mallowdale to Skiddaw Court is to be discussed in the planning of next 5 year programme later this year when we are considering Phase 2 Skiddaw Court to Allerton Park year 2017-23017, and Allerton Park to Layby at number 8 in 2017-2018.
The Avenue : This was resurfaced in 2008-2009. However utility works have been recently carried out and may have caused further issues that we need to follow up with the company concerned.
Guisborough Road : From Dixons Bank to Marton Moor Road the carriageway was resurfaced in 2007-2008. There are no plans to resurface the section from Marton Moor to the rail-track at the present time. Unfortunately the carriageway between Nunthorpe Gardens and Marton Moor Road has been extensively disturbed by more recent utility works, which unfortunately we only have limited control of in terms of specification compliance, but not the aesthetics that we are left with.
Marton Road ; Resurfacing is likely to be carried out in 2015-2016 between Guisborough Road and Nunthorpe Methodist Church at Connaught Road. We are considering Patching works along the section of Stokesly Road between Marton Cross Roads and Gainsborough Rd to take place in 2015-2016. Major resurfacing Works took place from Stainton Way Cross Roads to Marton Hotel & Rudd's Arms between 2010-2013. Further works are taking place this year 2014-2015 on the approaches to Marton Cross Roads Southbound and Eastbound.
The process we carryout to determine highway maintenance requirements and priorities originated from safety inspections and complaints. These generate a further detailed site investigation which follows national guidelines in arriving at a defect rating that prioritises a location for further intervention. This resulting planned maintenance, as you will appreciate, is always subject to financial constraints and the funding available in any particular year. Until budgets are set each yet, it is not possible to say when remedial works will take place. However if our current bid for additional resources meets with approval, it is hoped that we can accelerate our maintenance programme by several years.
